Have you considered that some people might be fast readers who are efficient at skimming the article to get the gist of it? Those people might have enough understanding of your writing to clap but fall under Medium’s set amount of time to be considered under “Read”. I think big part of the frustration here should be with how Medium counts those who viewed as opposed to read the article
